The Kuwaiti dinar is the world's highest-valued circulating currency, and it is pegged not to the dollar alone but to an undisclosed basket of currencies — giving it a small amount of movement against the dollar that the other pegged Gulf currencies do not have.
So the dinar's rate against the Syrian pound moves for two reasons: the pound, primarily, and a slight drift in the dinar itself as its basket shifts.
